The Tasmanian Department of Education oversees the State's Child and Family Centres (CFCs). CFCs are places for families with children from birth to 5 years of age to access a range of services. Their aim is to improve the health and well-being, education and care of Tasmania’s very young children by supporting parents and enhancing accessibility of services in the local community. The CPCS is home of the Family Partnership Model (FPM). The FPM is an innovative approach based upon an explicit model of the helping process that demonstrates how specific helper qualities and skills, when used in partnership, enable parents and families to overcome their difficulties, build strengths and resilience and fulfil their goals more effectively. The FPM has been implemented in many countries, and in all the services we studied. The CPCS supported the study through regular meetings and exchange of ideas. The FPM provided the starting framework for understanding partnership in the study.
